Urban Terrorism in Afghanistan

A post that’s been sitting in my drafts folder for [looks at watch] 15 months. Dated, but worth publishing.

The recent suicide truck bombing in Kabul was the deadliest in a long series of attacks targeting Afghanistan’s capital and highlights an important component of the insurgency’s strategy against the Afghan regime and supporting coalition forces. Kabul was the target of an extensive urban terrorism before, during the communist era, and an examination of this earlier campaign yields insights into the strategy of the current insurgency, its assessment of the political situation within Afghanistan, and the identity of the forces who orchestrated the attack.

Throughout history, all of Afghanistan’s would-be conquerors have identified Kabul as the natural seat of power: the one city capable of exerting a degree of influence over the entirety of a country fractured by geography and ethnicity. Located at the confluence of several large valleys, Kabul is the central node for transportation and communication in eastern Afghanistan, and has been home to the few government institutions that Afghanistan managed to develop.

Naturally then, the Soviet-supported communist government of the 1980s was centered on Kabul, and it thus became a primary target for the Mujahideen resistance, orchestrated by Pakistan’s Inter-Service Intelligence and supplied by the Central Intelligence Agency. Mohammad Yousaf, the ISI general who coordinated the Afghan campaign from 1983 to 1987, described in his memoir the centrality of Kabul in the anti-communist campaign:

Kabul has great strategic importance. As we at ISI appreciated, so long as a communist government controlled Kabul it controlled the nerve centre of the country. To win the war we had not only to push the Soviets out of Afghanistan, but also to eject the Afghan communists from Kabul. Only with the Mujahideen ensconced in the capital would the world recognize our victory. Such was General Akhtar’s belief, such was our objective. In order to achieve it Kabul had to burn. (p.144-5)

It was impossible for the guerrilla Mujahideen to take Kabul by direct assault, but the ISIS assigned such importance to the city that they attempted a short-cut to victory by collapsing the city from within. There were 3 components of this strategy: (1) isolate the city from supplies and facilities by attacking lines of communication and infrastructure supporting the city; (2) bombardment of regime facilities with long-range artillery rockets; and (3) an extensive campaign of urban terrorism, which Yousaf politely described as “sabotage and assassination from within,” and illustrated with some vivid anecdotes:

These attacks could range from a knife between the shoulder blades of a Soviet soldier shopping in the bazaar to the placing of a briefcase bomb in a senior official’s office … The latter included placing a bomb under the dining-room table of Kabul university in late 1983. The explosion, in the middle of their meal, killed nine Soviets, including a woman professor. Educational institutions were considered fair game, as the staff were all communists indoctrinating their students with Marxist dogma. To the Mujahideen this was corrupting the youth of the country, turning them away from the true faith of Islam. (p. 146)

Unsurprisingly, this campaign was not enough to seriously threaten the regime’s hold on Kabul, and with Soviet assistance the security cordon around the capital was expanded and the Mujahideen were pushed further away from the city. The very idea that guerrillas could somehow conquer an enemy capital without a military victory borders on fantasy, but that apparently did not discourage the ISI. When the Soviet Union began to wind down its direct military involvement in Afghanistan, the ISI tried to revive the plan to topple the Najibullah regime, thought to be weakened by the absence of Soviet forces. This plan failed when the Mujahideen directed their energies to and ill-advised on Jalalabad in 1989, much to the chagrin of their ISI handlers, who remained fixated on Kabul:

General Akhtar had an obsession with Kabul. He was adamant that attacks on Kabul should have priority over all others. If a Commander made known to the general that he wanted heavy weapons to hit the city, then he was well on the way to getting them, even if I was opposed. Keeping the pressure on the capital was the fundamental theme of our strategy. If Kabul fell we had won the war – it was as simple as that. (p. 151)

The current terrorism campaign in 2017 has the same objective of overthrowing the capital, and though its targeting is more indiscriminate, the strategy guiding it is more sophisticated and effective. Whereas the campaign in the 1980s targeted the regime and its security services directly, the bombings in recent months are undermining the regime’s legitimacy by attacking the population’s sense of security.

The May 31 bombing on the edge of Kabul’s Green Zone is illustrative of the strategy. A truck bomb was detonated near the German embassy during morning rush hour, killing 150 people and making it the deadliest terrorist attack in Kabul history. The objective of this attack was revealed in the days following the attack, when on 2 June violent protests at the government’s failure to provide security resulted in 5 dead at the hands of Afghan security forces. So in the eyes of the populace, not only had the government failed to protect them from terrorists, they killed them when they dared protest that fact. Days later, 3 suicide bombers struck a funeral for Salim Izadyar, a prominent victim of the protests, killing another 18 people.

The object of the entire attack cycle was revealed by a very clever tweet by Abdulqahar Balkhi, a Taliban spokesman and a wily social media operator, that appealed directly to the natural inclinations of President Trump and his political base:

#Kabul imploding, warlords about to launch turf wars, great opportunity for @realDonaldTrump to throw in towel & let savages to [sic] own devices

To recap: first, a devastating truck bomb targets civilians in morning rush hour, in an attack designed to generate the maximum body count. Days later, ethnic-nationalist rhetoric is used to gin up violent protests against the government’s failure to prevent the attack, resulting in the security forces killing additional citizens, and the funeral of one is subsequently attacked by suicide bombers. Chaos threatens to envelop the Afghan capital, and a Taliban representative invites the American President to quit the mire. A well-orchestrated series of events that strongly suggests that the tentacles of the ISI still reach deep into Afghanistan, and its old strategy of chaos and mayhem remains active.

Generals’ Anonymous: “Why we Lost” by Lt. Gen. Daniel Bolger

I read a large amount of material for which I have neither the time nor the inclination to write full-length reviews. However, that does not preclude me from sketching brief thoughts on a topic, such as an abstract, synopsis, memorable quote, etc. I will pretentiously refer to these posts as “epitomes” and categorize them as such. This post is the first of that content stream.

About 15 years ago I read a book by then-Colonel Daniel Bolger titled Death Ground. The subject of the book was America’s infantry forces, their current status and possible futures, circa 1999. It was interesting enough, but it reeked of elitist chest-thumping as Bolger extolled the virtues of active duty soldiers and marines and disparaged the National Guard. The complexities of modern warfare, he argued, had made citizen-soldiers anachronisms.

Fifteen years, two wars and three stars later, Lt. Gen. Daniel Bolger’s latest book, Why We Lost,  open with a very different tone:

I am a United States Army general, and I lost the Global War on Terrorism. It’s like Alcoholics Anonymous; step one is admitting you have a problem. Well, I have a problem. So do my peers. And thanks to our problem, now all of America has a problem, to wit: two lost campaigns and a war gone awry.

The book itself is a narrative history of the wars in Iraq and Afghanistan, structured around vignettes of particular battles or key events that illustrate the course of the campaign. Bolger commanded a division in Baghdad in 2009-10 and advisory operations in both Iraq and Afghanistan, but he never had theater-level command. He was senior enough that he was exposed to the inner machinations of both wars, but he has no personal “legacy” to defend with optimistic spin and revisionism. His account in unvarnished and credible. And he pulls no punches:

Our primary failing in the war involved generalship. If you prefer the war-college lexicon, we – guys like me – demonstrated poor strategic and operational leadership. For soldiers, strategy and operational art translate to “the big picture” (your goal) and “the plan” (how you get there). We got both wrong, the latter more than the former. Some might blame the elected and appointed civilian leaders. There’s enough fault to go around, and in this telling, the suits will get their share. But I know better, and so the rest of the generals. We have been trained and educated all our lives on how to fight and win. This was our war to lose, and we did.

Bolger’s central argument is that America failed at the most basic level of strategy by ignoring Sun Tzu’s dictum to “know the enemy, know thyself.” After 9/11, the U.S. had a choice on the nature of the upcoming campaign: a narrowly-defined effort against a small number of targets amenable to kinetic action, or a broad set of maximalist objectives with the ultimate goal of somehow eradicating terrorism. The U.S. selected the latter option, thus committing the U.S. military – trained and equipped for high-intensity regular warfare – into two long-term counterinsurgencies, in fractured Islamic societies, with no clear objectives or understanding of the enemy.

Master Sun put it simply: “Know the enemy and know yourself; in a hundred battles you will never be in peril.” We failed on both counts. I know I sure did. As generals, we did not know our enemy – never pinned him down, never focused our efforts, and got all too good at making new opponents before we’d handled the old ones…

Time after time, despite the fact that I and my fellow generals saw it wasn’t working, we failed to reconsider our basic assumptions. We failed to question our flawed understanding of our foe or ourselves. We simply asked for more time. Given enough months, then years, then decades – always just a few more, please – we trusted that our great men and women would pull it out. In the end, all the courage and skill in the world could not overcome ignorance and arrogance. As a general, I got it wrong. And I did so in the company of my peers.

This criticism of American strategy is very common, but not from the pen of a retired general who took part in the war, making it all the more trenchant.

However, this line of analysis is a thin thread through the entirety of the book, which is overwhelmingly a narrative history. Isolated from the vignettes, Bolger’s explanation of “why we lost” could fit in a lengthy newspaper op-ed. My impression is that he originally intended the book to be a straight history and that the publisher recommended the title to give it pertinence in light of the deteriorating situation in both Iraq and Afghanistan. Bolger obliged by bracketing the work with elaboration on a theme that otherwise exists thinly in the body of the text.

Still, Bolger is a gifted writer, and his book is worth reading as one of the first narrative histories of the “Global War on Terror.”

Adventures in Futility: Syrian Edition

In a lengthy post several years ago, I argued that covert paramilitary action is not a viable policy instrument because of its inability to produce decisive outcomes on its own, the high likelihood of embarrassing failure and damage to U.S. prestige, and its propensity to be abused as a policy hedge in pursuit of hazy, ill-defined political objectives when officials feel that they must do something, but are unwilling to commit to a more robust course of action. Covert paramilitary action tends to become an objective in itself when policymakers are unable or unwilling to formulate actual strategy.

In the realm of foreign policy, where there are only bad choices, it has often been considered an ideal third option between inactive passivity and the overt use of military force. However, in the U.S. experience, covert paramilitary action has often resulted in spectacular failures that did not achieve their objectives, embarrassed the United States, undermined policy, and damaged prestige.

Last year, President Obama authorized U.S. intelligence agencies to supply light weapons and military training to small numbers of Syrian rebels. Not that there was any doubt to the contrary, but it is now clear that the operation in Syria is a victim of these same pathologies. A recent Wall Street Journal article details how the U.S. muddled itself into the present state of affairs, with a paramilitary operation woefully inadequate for countering Iranian resources that are bolstering Assad.

U.S. military officials, who sought to do more to help the rebels, saw the covert arming plan as flawed because they believed the effort was too small to make a difference. They argued that the cautious approach to arming such small numbers of rebels actually would handicap efforts to stand up a viable opposition.

The program, at the time, was meant to turn out between 50 and 100 new fighters a month. Overwhelmingly outgunned, they would be up against thousands of Hezbollah fighters in Syria, and thousands more trained and equipped by Iran and al Qaeda.

Within the CIA, many analysts, including Mr. Morell [then-acting Director], agreed the odds were bad, given the mismatch in commitments, officials said. Mr. Nasrallah [Hezbollah Secretary General] had gone all in; the same couldn’t be said of the Americans, these officials said.

In this sense, the current operation in Syria mirrors previous ones in Poland, Ukraine and Albania in the early Cold War, when the CIA supported small numbers of partisans against the Soviet Union despite the fact that such insignificant forces would be of no consequence to the targeted regimes. When called to justify the operations, U.S. officials would deny the existence of concrete military objectives and lapse into noncommittal language about the need to “apply pressure,” “coerce,” “demonstrate resolve,” etc. And so it is with Syria:

The objective wasn’t so much to help the rebels win as to assuage allies who thought the U.S. wasn’t engaged, administration officials privately acknowledge. Mr. Obama’s decision to authorize the program was meant to “relieve pressures and buy time,” one senior official said…

When deeply skeptical lawmakers pressed the administration on what their game plan was, Vice President Joe Biden intervened, arguing that the U.S. had to have “skin in the game” in order to have credibility, according to a former U.S. official. Secretary of State John Kerry and other officials argued that the training and arming effort, through limited, was needed because regional partners like Saudi Arabia were about to “walk away from us,” another official said.

What is it about the use of violence that inclines politicians to think of it as nothing more than a diplomatic signaling exercise? American policymakers have made the same mistake time and time again: using the blunt instrument of military force – both overt and covert – in pursuit of objectives well outside of its nature, in political and social environments beyond their understanding. In Syria, the consequences of failure are not as severe as they were for paramilitary operations during the Cold War, but U.S. prestige has been committed and rival powers are eager to profit from its devaluation:

After Mr. Obama’s decision not to strike in the chemical weapons attack, the U.S. learned that Russian, Iranian, and Chinese officials were discussing how weak the U.S. now looked on the international stage, said one former official briefed on the intelligence…

A longtime American diplomat in the region said that, for now, it looks like Messrs. Assad, Nasrallah and Soleimani have “won.”

The weaknesses of the Syrian program can be boiled down to the following major points:

1. Too small to be of military significance or an adequate demonstration of American resolve to support Assad’s removal.

2. Ill-defined political objectives that are mostly unrelated to the status of the Assad regime.

3. Vulnerable to subversion by Islamist elements, despite its small size and various efforts to guard against this.

According to the Wall Street Journal, administration officials are finally starting to realize that the project was ill-advised:

Some administration officials say, in retrospect, the White House could either have been more supportive of the opposition or more up front about its reluctance to get more involved. “We weren’t consciously bluffing,” a senior defense official said, “but we weren’t committing either.”

Indeed.

COIN for the Coinless: Portugal in Africa

By the end of next year, America’s 13-year war in Afghanistan will officially come to a close, notwithstanding a smaller residual force that might remain to conduct training and counter-terrorism operations to keep the fledgling Afghan government afloat. Including the war in Iraq, the U.S, has lost about 6,775 personnel killed in action, tens of thousands more seriously wounded, and has incurred financial obligations that will eventually total between $4 and $6 trillion. The strategic payoff of these sacrifices is rapidly evaporating as Iraq slides back toward sectarian warfare and Afghanistan continues to be…well, Afghanistan: a failed state with a central government unable to project power beyond a few urban areas, completely dependent on foreign financial support. With this kind of return on investment, it is not hard to fathom why isolationism is finding flavor among the American people.

Sustained counterinsurgency operations do not have to be this expensive. Between 1961 and 1974 – a length of time similar to America’s presence in Afghanistan – Portugal simultaneously waged colonial wars in three widely separated theaters of operation – Guinea-Bissau, Angola, and Mozambique – and achieved relative military success in all. At the outset of hostilities, Portugal was clinging to the fringes of Western civilization, having fallen so far from its imperial heyday that it was barely considered a First World state. It’s GDP was $2.5 billion and the military numbered only about 80,000 with a budget of $93 million (for comparison, U.S. GDP was $509 billion). How did such a European backwater sustain three different colonial wars so effectively?

Stalemate in Syria

The lack of decision in Syria’s civil war, now entering its third year, can be explained by the failure of the various rebel groups to coalesce into more coherent military formations and develop beyond the low-level guerrilla tactics they have been using since the beginning of the uprising in 2011.

In Syria, unlike the other states that have experienced the turbulence of the so-called “Arab Spring,” the rebels are facing an entrenched regime based in a threatened minority population: the Alawites. Consequently, for the regime itself and the 2.6 million Alawites of Syria, holding onto power is an existential question; victory is survival and defeat is annihilation. These are primary interests not subject to mediation or compromise motivated by the gradual exhaustion of political will. In other words, the Assad regime will not lose the will to  fight. This leaves only one strategic path for the rebels: military victory. A tall order, but not one without precedent or doctrine. For guidance, they must look to the eternal form of war for the weak: guerrilla warfare. They are already practicing this at the tactical level, but their challenge is to produce strategic outcomes.

Processes of Irregular Warfare

A few months ago I posted a link to an article I published on smallwarsjournal.com, in which I argued that the principle of destruction – as defined by Clausewitz – constitutes an important continuity between regular and irregular warfare. To achieve victory, a guerrilla movement must be able to defeat its enemy in battle; in essence the object of guerrilla warfare is to build enough strength to shed its guerrilla nature and transform into regular warfare, a process Mao called “protracted war.” The major exception occurs in situations where the enemy belligerent has only a secondary or tertiary interest in the conflict, and it is therefore possible to defeat him by exhausting his political will to continue fighting with constant guerrilla warfare.

Thus, irregular warfare can achieve the political object by one of two paths: protracted war, or political exhaustion. I created a chart to visually represent these two simple processes of irregular warfare, but I did not include it with the article:

Of course, political exhaustion is not a strategy exclusive to irregular warfare; Hans Delbucke noted that strategies can be divided according to the categories of annihilation and exhaustion, and that holds true for all warfare.

Adventures in Futility: Covert Paramilitary Action as an Instrument of State Power

The following is based on a short student exercise I composed a while back. I had been meaning to write a post based on the same research, and the recent New York Times story about CENTCOM increasing its covert activities encouraged me to start working on it. However, rather than waste time rewriting the same material, I decided to simply cut and paste the entire document, polishing certain areas to make it more suitable for a blog format. As a result, the post is longer than I would have preferred, but the benefit is that the original argument structure – including footnotes – remains intact. If the writing style seems a bit different from my usual work, it is because the body of the document was written some time ago, and for a different audience.

I take anything in the New York Times with several tablespoons of salt, especially when the topic is covert operations. I recall reading very similar articles in the past, and the article does not suggest that CENTCOM is doing anything more substantial than increasing its liaison activities with friendly governments in the region.  However, it does raise the question of the advisability of the unacknowledged use of military force.

In the realm of foreign policy, where there are only bad choices, it has often been considered an ideal third option between inactive passivity and the overt use of military force. However, in the U.S. experience, covert paramilitary action has often resulted in spectacular failures that did not achieve their objectives, embarrassed the United States, undermined policy, and damaged prestige. This post will assess the viability of covert paramilitary action as a policy instrument by briefly surveying some known US operations in an effort to extract key lessons.
